The DC Courts Facility Condition Assessment Program evaluated the physical condition of facilities across the Judiciary Square campus in Washington, DC. The program supported long-term capital planning and modernization efforts for one of the busiest courthouse complexes in the United States.

The court system operates more than 1.5 million square feet of facilities including over 100 courtrooms and hearing rooms across multiple buildings that house the District of Columbia Court of Appeals, the Superior Court of the District of Columbia, and supporting administrative offices.

The facility condition assessment initiative evaluated building systems and infrastructure across these facilities to identify deferred maintenance, system deficiencies, and capital renewal needs. The assessments included detailed evaluation of architectural, structural, mechanical, electrical, fire protection, and information technology infrastructure.
Findings from the assessments informed capital improvement planning and modernization programs for the court system, supporting long-term investment strategies for repair, renovation, and replacement of critical facility systems.

APR supported SmithGroup by providing independent cost estimating and capital planning support associated with the DC Courts facility condition assessment program.

APR worked closely with architectural and engineering discipline leads conducting facility investigations across the Judiciary Square campus. Based on the assessment findings, APR developed cost estimates associated with repair, replacement, and modernization of building systems across multiple courthouse facilities.

APR’s estimating team evaluated deficiencies identified during field investigations and developed cost projections for corrective work including building envelope repairs, building systems replacement, interior rehabilitation, and infrastructure upgrades.
In addition to preparing repair cost estimates, APR structured its deliverables to support prioritization of identified deficiencies based on both criticality and available funding. The estimating database allowed the Owner to organize recommended repairs according to urgency, system importance, and budget considerations.

This approach enabled the DC Courts facilities team to evaluate capital investment strategies by prioritizing the most critical infrastructure needs while also allowing the program to be adjusted based on available funding levels.
