The Terminal Connector Program at Fort Lauderdale-Hollywood International Airport (FLL) is a major capital improvement initiative developed by the Broward County Aviation Department (BCAD) to improve connectivity between Terminals 1, 2, and 3.
The project establishes post-security connections between terminals, allowing passengers to move between concourses without exiting the secure area and re-clearing security. The program also includes improvements to hold rooms, passenger circulation areas, baggage handling systems, and security screening facilities, enhancing overall terminal efficiency and passenger experience.
As part of the broader FLL Capital Improvement Program, the Terminal Connector project supports increasing passenger volumes while improving operational flexibility for airlines and reducing congestion at key processing points within the airport.
APR supported the planning team and BCAD by providing conceptual cost estimating and capital cost modeling services associated with the Terminal Connector program as part of the broader FLL Capital Plan Update.
APR developed planning-level cost estimates and supported program-level cost modeling used to evaluate the feasibility and prioritization of terminal connectivity improvements. Services included preparation of order-of-magnitude estimates, cost benchmarking, and development of escalation assumptions to support long-term planning.
APR also contributed to scenario analysis and capital planning evaluations, helping the project team assess alternative phasing strategies and align project scope with funding constraints. Through structured cost modeling and forecasting, APR supported development of a defensible and implementable capital improvement strategy for terminal connectivity upgrades.
APR’s work provided BCAD with reliable cost intelligence to support decision-making related to project timing, scope definition, and overall program affordability.
- Developed conceptual cost estimates for terminal connectivity improvements
- Supported program-level cost modeling and CIP planning analysis
- Provided cost forecasting and escalation analysis
- Assisted in evaluation of phasing strategies and funding alignment
- Contributed to development of a financially constrained capital plan
