The More MARTA Atlanta Program represents the largest transit expansion initiative ever undertaken by the Metropolitan Atlanta Rapid Transit Authority (MARTA). The multi-billion-dollar capital program includes a portfolio of transit expansion projects, system modernization initiatives, and state-of-good-repair improvements designed to enhance mobility and transit access across the Atlanta metropolitan region. The program includes a diverse portfolio of transit investments such as Bus Rapid Transit (BRT) corridors, station and rail system improvements, operational facilities, system modernization projects, transit facilities, maintenance infrastructure, and supporting roadway and utility improvements designed to support long-term regional mobility.

To coordinate delivery of the program’s numerous projects, MARTA established a Centralized Program Management Organization (CPMO) responsible for program governance, cost control, schedule coordination, and integrated reporting across multiple concurrent projects. The CPMO was led by Jacobs in partnership with H.J. Russell & Company, providing program management oversight and delivery coordination for projects within the More MARTA capital portfolio.

The CPMO structure enabled MARTA to implement standardized program controls, ensuring consistent management of scope, cost, and schedule performance while delivering a wide range of transit improvements across the region.

APR provided independent construction cost estimating services supporting the CPMO team as part of the program’s project controls and financial oversight structure.

Working in collaboration with Jacobs and H.J. Russell, APR supported development and validation of construction cost estimates for projects within the More MARTA capital program. Services included preparation and review of planning-level and design-phase cost estimates, evaluation of contractor pricing proposals, and independent cost validation during procurement and construction activities.

APR also assisted the program management team with change order analysis and cost reconciliation, helping ensure that proposed scope changes were aligned with market pricing and project requirements. Through disciplined estimating practices and market benchmarking, APR helped provide MARTA and the CPMO team with reliable cost intelligence supporting informed program management decisions.

By supporting the CPMO’s standardized project controls framework, APR contributed to maintaining budget accountability, cost transparency, and informed decision-making across multiple transit infrastructure projects delivered under the More MARTA program.
