The Terminal A & C Demarcation project supported DFW Airport in evaluating and defining terminal infrastructure responsibilities associated with the transition of maintenance obligations for operational assets in Terminals A and C. The effort was developed in coordination with ongoing terminal modernization initiatives and operational transition planning. Terminals A and C are occupied by American Airlines or its affiliates and building maintenance responsibilities in those terminals have historically been assigned to American Airlines.

The project included assessment of existing building systems and infrastructure to distinguish between corrective-action scope, maintenance-related work, and scope included in separate capital improvement projects. Work was performed within active terminal environments, requiring consideration of operational continuity, access constraints, and phased implementation.

The effort supported broader terminal improvements within the Central Terminal Area program, including modernization and expansion work at Terminals A and C.

APR provided programming-level cost estimating and scope validation services to support the demarcation of infrastructure responsibilities within Terminals A and C.

APR developed structured cost estimates to evaluate asset-level corrective actions and maintenance-related work, while also preparing deductive cost analyses to remove scope already included in terminal modernization projects. This work required detailed review of building systems including HVAC, plumbing, electrical, fire protection, building controls, lighting, roofing, and architectural elements.

APR’s analysis supported identification of overlapping scope between operational work and capital projects, enabling clearer definition of responsibility and alignment of project budgets. Cost modeling incorporated consideration of existing conditions, constructability, and implementation within an active airport environment.

The estimate included detailed review of:

  • HVAC systems and piping insulation
  • fire protection adjustments
  • electrical equipment and panelboards
  • BAS/DDC integration
  • plumbing and sanitary service lines
  • roof waterproofing repairs
  • lighting replacement
  • door and hardware access issues
  • asset inventory / audit work
  • hazardous materials abatement
  • Developed programming-level cost estimates supporting terminal demarcation and operational transition
  • Performed infrastructure evaluation and scope validation across multiple building systems
  • Prepared deductive cost analyses to remove scope included in modernization projects
  • Supported identification of overlapping scope and cost reconciliation across programs
  • Provided cost clarity for maintenance responsibility transfer and implementation planning
  • Contributed to budget alignment within an active terminal environment.
