The Aeronautical Improvements Tasks 1 & 2 – Infrastructure Planning effort at Denver International Airport (DEN) supported evaluation of large-scale infrastructure required to accommodate future aeronautical and non-aeronautical development.

The program evaluated approximately 633 acres of development, including both airside and landside areas, and was organized into multiple phased improvements to support long-term airport growth. Scope included planning for apron development, roadway networks, grading and earthwork, and major utility systems, including stormwater, sanitary sewer, water distribution, fuel systems, and deicing infrastructure.

Additional infrastructure components included electrical ductbanks, communications systems, airfield lighting, signage, and fencing, supporting both operational and support facility expansion.

The planning effort incorporated phased implementation strategies, enabling evaluation of constructability, sequencing, and long-term capital investment across a multi-year development program.

APR provided AACEi Class 5 ROM estimating and infrastructure planning cost modeling for both aeronautical and non-aeronautical development areas.

APR developed planning-level cost estimates for a wide range of infrastructure systems, including site preparation, mass grading, paving, utilities, and airfield systems, supported by detailed quantity takeoffs and cost breakdown structures.

APR also performed phasing and scenario-based cost analysis, evaluating cost implications across multiple development phases and supporting long-term planning decisions. Cost models incorporated escalation, contingency, and schedule assumptions, with a projected implementation timeframe from 2024 through 2028.

Through structured cost modeling and analysis, APR provided program-level cost visibility to support infrastructure planning, prioritization, and long-range capital investment strategy.
