Program Value: $24M – $30.1M (range of alternative evaluated)
Facility Type: Airfield Infrastructure / Taxiway Relocation
APR Services: Aviation Cost Estimating, Analytics and Controls, Scheduling

The Taxiway D6 Planning Support project at Denver International Airport (DEN) evaluated alternative configurations for the relocation of Taxiway D6 to improve airfield geometry, operational efficiency, and long-term infrastructure performance within one of the busiest airport environments in the United States.
The study included development and evaluation of two primary alternatives: one option proposing a new Taxiway D6 alignment while maintaining the existing taxiway, and a second option involving construction of a new alignment with removal of the existing taxiway. The scope of work included new taxiway pavement, asphalt shoulders, striping, grooving, excavation, utility modifications, drainage systems, re-sodding, and airfield lighting improvements.
As a planning-level effort, the project also considered phasing strategies, airfield access and security constraints, construction sequencing, and potential runway closure impacts, enabling the project team to evaluate both cost and constructability across alternatives.
APR supported the planning team by preparing a detailed AACEi Class 3 (ROM) estimate for both Taxiway D6 relocation alternatives.
APR developed comprehensive cost models for civil, drainage, and electrical airfield systems, including concrete pavement, asphalt shoulders, excavation, storm drainage infrastructure, underdrains, taxiway lighting, conduit, and utility modifications.
The estimate incorporated design evolution allowances, construction contingency, escalation, and soft costs, as well as schedule assumptions reflecting a projected construction period between 2026 and 2027.
APR also evaluated the cost implications of phasing constraints and airfield operational impacts, including limited runway closures and alternative full-closure construction scenarios. Through structured cost analysis and scenario modeling, APR enabled direct comparison of alternatives and supported informed decision-making regarding preferred implementation strategies.
- Prepared AACEi Class 3 ROM estimates for two taxiway relocation alternatives
- Evaluated project costs ranging from approximately $23.8M to $30.6M
- Developed detailed cost models for civil, drainage, and electrical airfield systems
- Incorporated phasing, escalation, contingency, and soft costs into planning-level estimates
- Supported evaluation of constructability constraints and runway closure impacts
- Enabled data-driven comparison of alternatives to support airfield planning decisions
