The FLL Capital Plan Update is a comprehensive capital planning effort led by the Broward County Aviation Department (BCAD) to guide long-term development at Fort Lauderdale-Hollywood International Airport (FLL). The program establishes a multi-year, financially constrained capital improvement plan to support continued passenger growth, operational efficiency, and modernization of airport infrastructure.
Developed in collaboration with the planning team, the capital plan evaluates and prioritizes a wide range of projects across the airport, including major initiatives such as the new two-level, 230,000 SF Terminal 5 expansion (~$699M), terminal connector improvements (~$260M), a new intermodal center (~4.6 million SF), automated people mover system, and roadway and landside access improvements. These projects are supported by additional investments in airfield infrastructure, utility systems, and passenger processing facilities.
The capital plan organizes these improvements into a phased implementation strategy aligned with aviation demand forecasts, operational requirements, and funding availability, providing BCAD with a structured roadmap for long-term airport investment.
APR developed conceptual cost estimates for a broad range of proposed capital projects and built program-level cost models used to evaluate alternative development scenarios. This included preparation of order-of-magnitude estimates, development of unit cost benchmarks, and application of escalation factors to support long-term planning horizons.
APR also performed cost forecasting and escalation analysis, enabling the project team to evaluate how timing, phasing, and market conditions would impact overall program costs. These analyses supported comparison of multiple development scenarios and helped inform prioritization of capital investments.
In addition, APR supported program budgeting and financial planning, helping align projected capital costs with anticipated funding strategies and implementation schedules. Through structured cost modeling and scenario evaluation, APR contributed to development of a financially constrained and implementable capital improvement program.
APR’s work provided defensible, data-driven cost intelligence, enabling BCAD and the planning team to evaluate trade-offs, optimize phasing strategies, and make informed long-term investment decisions.
